To complete "Time Attack Braap on National Leaderboard" please do the following.  Click Career -> Time Attack -> Novice -> Braap -> tap your country icon on the left side of the screen -> tap the play icon next to any player on that leaderboard.  

That will unlock the achievement. You do not need to win the race.
